copy of my letter attached.
20. No.19:
I see that when writing to other Departments
in Nos. 11-14, the Treasury were not invited to take
part in the discussion. It seems to be essential
that the Treasury should be brought in from the outset,
and the fact that in Mr. Gent's draft above No.19 the
Treasury are mentioned, suggests that it was merely an
oversight that no letter was sent to that Department
when we wrote to the Foreign Office and Service Depts.
